ZONING ATLAS AMENDMENT <br />(1) PD -2 -98 State Employees Credit Union <br />Presentation by Eddie Kirk. <br />This item is to consider a Planned Development and Class A Special Use <br />Permit for the State Employees Credit Union. <br />The property is located on the southwest corner of Old Chapel Hill - <br />Hillsborough Road and Oakdale Drive in Hillsborough Township. It <br />contains the two corner lots which total 2.07 acres in size. The property is <br />in the Economic Development Zoning District as well as the property <br />immediately south and the lot immediately west. <br />The applicants are requesting a Planned Development- Economic <br />Development (PD -ED) zoning designation and a Class A Special Use <br />Permit to construct a 4,837 square foot building. <br />The Orange County Economic Development Districts Design Manual <br />requires site plan approval by the Orange County Planning Staff when a use <br />is permitted in the Economic Development Zoning District. However, <br />when the proposed design does not meet all of the criteria specified in the <br />Design Manual a Planned Development and Special Use Permit must be <br />obtained. The State Employees Credit Union is a permitted use in this <br />district. The proposed design meets all of the requirements specified in the <br />Design Manual except the requirement for a buffer around the perimeter of <br />the property. <br />Kirk noted changes in the design that include: parking has been moved <br />to the rear of the building, increased plantings on the south side next to <br />the drive -thru as well as on the corner at the intersection. The plan also <br />proposes the extension of public water and sewer. <br />The Planning Staff recommends approval of the Planned Development and <br />Class A Special Use Permit Application per the findings (an attachment to <br />these minutes on pages ) and four conditions: <br />1. Sewer lines shall be installed at the time of site development. <br />2. Parking, landscaping and buffers shall be installed and maintained as <br />shown on the February 6, 1998 site plan. Additional buffer <br />requirements in the Economic Development District Design Manual <br />shall be waived. <br />3. Sidewalks shall be constructed and maintained by the State Employees <br />Credit Union until the property is annexed by the Town of <br />Hillsborough. <br />4. NCDOT requirements shall be complied with as specified in their April <br />17, 1997 and September 16, 1997 letters (attachments to these minutes <br />on pages ). <br />
