She stated that the: County Commissioners need clear <br />guidelines on when they should vote and should not vote on an issue. <br />After a brief da,scussion vn-the Guilford policy it was referred <br />to the County Attorney for review to be brought back to the Board at the_ <br />next meeting. <br />IMPACT FEES <br />The resolution and special legislation will be updated to <br />include a provision to include impact fees for open space. <br />Motion was made by Commissioner Willhoit, seconded by <br />Commissioner Carey to seta public hearing for impact fees for February <br />17, 1987. <br />VOTE: UNANIMOUS. -. <br />JOINT LEGISLATION FOR JOINT 'PLANNING <br />This will be considered after the March 10, 1987 public hearing. <br />Geoffrey Gledhill will prepare the local legislation in concept to be <br />revised after the public hearing and specific items are decided. <br />OCCUPANCY TAX ENTERTAINMENT TAX AND LAND TRANSFER TAX <br />These were discussed at length. It was decided to delay any <br />consideration on these items until the outcome of the statewide bill is <br />known and the need for this tax is identified. <br />The County Manager was directed to bring back to the Board <br />additional information on the Occupancy Tax and the Land Transfer Tax. <br />Commissioner Halkiotis asked that the entertainment tax be <br />reviewed because of the impact that the events at the Dean Smith Center <br />have on the County resources. The County Manager will present further <br />information on this item. <br />6. 1987-88 BUDGET MANUAL AND CALENDAR <br />Chair Marshall suggested waiting until June 1 to set dates for <br />budget work sessions. The budget will not be approved until after the <br />legislature has concluded their business. <br />Chair Marshall requested that a more detailed report be given to '' <br />the Commissioners on the requests from non-departmental agencies and that <br />Mental Health and the Library follow the same process as that used for <br />department heads. <br />It was the consensus of the Board that the first public hearing <br />on the Manager's budget would be held on June 8, 1987. <br />7. EFLAND SEWER BOND ORDER (copies of the bond order and the sworn <br />statement of debt are attached to these minutes). 2`3~--~ <br />Commissioner Willhoit introduced the bond order. The Board <br />designated the Finance Director as the officer whose duty it is to make <br />and file with the Clerk of Orange County the statement of debt. The <br />Finance Director filed with the Clerk in the presence of the Board the <br />sworn statement of debt for Orange County. <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Halkiotis to approve the bond order and authorize $200,000 in sanitary <br />sewer bonds. <br />VOTE: UNANIMOUS. <br />Motion was. made by Commissioner Hartwell, seconded by <br />Commissioner Carey to establish 7:30 p.m. February 17, 1987 in the <br />Courtroom of the Chapel Hi11 Post Office for a public hearing on the bond <br />order. <br />VOTE: UNANIMOUS. <br />H.
