REPORTS <br />1. EFLAND SEWER STATUS <br />Assistant County Manager Bill Laws stated that the encroachment <br />agreement with Southern Railroad is on .the agenda for Board approval and <br />that one of the easements that was questionable is still. pending but an <br />agreement has been reached and just needs the required signatures. <br />2. LONG RANGE SPACE NEEDS <br />Commissioner Carey reiterated his previous comments about the <br />proposed move for the Department on Aging and the Northside .facility. He <br />noted, and the Board agreed, that the proposal perpetuates and encourages <br />the psychological perspective that the people who receive the services at <br />Northside have of this section of town. <br />Toni. Mason from CHR indicated her decision was based on the <br />existing space available. Housing and Community Development which is <br />currently located at the old Police Station has a much stronger <br />requirement to be located near the Social Services Department which is <br />currently at Northside. The Social Services Department needs to expand <br />their space now and Housing and Community Development also needs <br />additional space and also they feel their location at the old Police <br />Station is very inappropriate. Jerry Passmore indicated that the <br />administrative section of the Department on Aging needs to be in a higher <br />profile (more visible) location. <br />Commissioner Carey noted that while a higher profile is ''. <br />important, the proposal is to move to an eastern location which could also <br />be quite. expensive. <br />Chair Marshall emphasized that the senior center was put at the <br />present location to make it accessible to those people who Jive in that <br />area and needed the services being offered. Social Services was then .. <br />moved in the building. She expressed her opposition to this proposal. <br />Department on Aging Director Jerry Passmore distributed an <br />analysis which showed a breakdown of where the people live .that come to <br />the center for services. He indicated that the Department has more and <br />more people coming to the center on a one time basis. The group activity <br />center is for those who come on a daily basis to participate in the <br />activities available. He felt the administrative offices could be pulled <br />out and put into a more visible location to serve those who come on a one <br />time basis. The bulk of the older population live in the eastern part of <br />town and two-thirds of all older people live in Chapel Hill. <br />Commissioner Hartwell made reference to the 8,000 sq.ft. that is <br />proposed as an addition to Northside and asked if that site would <br />accommodate a larger expansion. Ken Thompson indicated that there is <br />enough space to expand further on that property and that the slope in <br />front could be built upon or used for parking. <br />Jerry Passmore suggested that the entire design of the property <br />needs to be reviewed to enhance the security of the building and to <br />provide easier accessibility. <br />Chair Marshall emphasized that the maximum use of the Northside <br />property needs to be studied. <br />Commissioner Carey asked about the long-term facilities at the <br />garage. Mason noted that the report only addressed office space. Ken <br />Thompson stated that the Public Works facility would be covered in a <br />different report. <br />
