WHEREAS, the Towns of Carrboro and Chapel Hill and Orange County haver. <br />mutual interests in .land use and growth management, annexation matters, <br />and watershed protection; and <br />WHEREAS, a Joint Planning/Watershed Work Group including <br />representatives of the Towns of Carrboro and Chapel Hill and Orange County <br />has met several times since the fall of 1986 to discuss such matters; and <br />WHEREAS, the Joint Planning/Watershed Work Group has developed an. <br />"Outline of Agreement in Principle" dated January 21, 1987 and containing <br />13 statements of principle; and the Joint Planning/Watershed Work Group <br />has agreed to submit this document to the Carrboro, Chapel Hi11 and Orange <br />County governing bodies for consideration, and recommends approval in <br />concept of the 13 principles; <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of <br />orange County hereby approves in concept. the attached "outline of <br />Agreement in Principle" dated January 21, 1987 and including 13 <br />principles. <br />This the 2nd day of February, 1987. <br />VOTE: UNANIMOUS. <br />2. DISSOLUTION OF EXISTING HSAC <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Carey to approve the resolution as stated below: <br />RESOLUTION <br />DISSOLVING HUMAN SERVICES ADVISORY COMMISSION <br />WHEREAS, the Board of Commissioners established the Orange County <br />.Human Services Advisory Commission by resolution on February 5, 1979; and <br />WHEREAS, the Board of Commissioners has identified a need to renew <br />the charge, recompose the membership, and redefine tY~e role of the Human <br />Services Advisory Commission; and <br />WHEREAS, the Board of Commissioners has approved the restructuring of <br />__:-~ the Human Services Advisory Commission, <br />NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of <br />Commissioners hereby dissolves the Human Services Advisory Commission, <br />charge and by-laws established on February 5, 1979. <br />BE IT FURTHER RESOLVED, that the Human Services Advisory Commission <br />is reconstituted in the form and with the charge approved by the Orange <br />County Board of Commissioners on January 5, 1987. <br />This the 2nd day of February, 1987. <br />VOTE: UNANIMOUS. <br />3. PROCLAMATION - AMERICAN HEART MONTH <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Hartwell to proclaim February as American Heart Month as stated below: <br />PROCLAMATION <br />MONTH OF FEBRUARY <br />AMERICAN HEART MONTH <br />WHEREAS the American Heart Association is actively campaigning <br />against the nation's number one killer, Cardio-vascular disease, and <br />WHEREAS heart disease accounted for 44~ of all deaths in Orange <br />County last year, and <br />WHEREAS more than 1,000 volunteers in Orange County will join in the <br />efforts to distribute American Heart Association information and seek <br />funds for continued research, <br />
