is near the western edge of the Little River Protected Watershed. Access to <br />Highway 86 is through a private easement. <br />The 10 -acre lot contains a 13,000 square foot building built in 1990 for Glaxo <br />swine research. Glaxo has since abandoned its operation there. The owner operates <br />a farm on the surrounding 94.5 acres and has requested a change in zoning for the <br />10 -acre parcel from Agricultural Residential (AR) to Agricultural Service (AS). <br />Other nearby land uses are agricultural, residential, and a church. <br />LOCAL HISTORIC LANDMARKS <br />Article 3 of the Orange County Historic Preservation Ordinance allows the <br />designation of local historic landmarks. In the Historic Preservation <br />Element of the Comprehensive Plan adopted in 1996, one of the action <br />strategies calls for prioritization of historic properties listed in the <br />County's inventory for consideration as local historic landmarks. <br />During 1996 the Historic Preservation Commission developed a system <br />for evaluating and ranking the more significant historic properties from the <br />inventory. Logically, priority was given to the site in Orange County <br />currently listed on the National Register of Historic Places. <br />Last fall the Planning Staff prepared a report on implementation of a local <br />landmark designation program. The executive summary from the report is <br />included in the attachments following the draft public hearing advertise- <br />ment. <br />On March 25, 1998, the Historic Preservation Commission recommended <br />adoption of ordinances designating four National Register sites as Orange <br />County's first local historic landmarks: <br />LHD -1 -98 Moorefields (National Register Site #0185) <br />Moorefields is located in Cheeks Township north of the northern end of <br />Moorefields Road (SR 1135) west of the intersection with Dimmocks Mill <br />Road (SR 1134). The Federal style two -story house was built circa 1785 <br />by Alfred Moore, a hero of the American Revolution, and the second <br />North Carolinian appointed to serve on the US Supreme Court. The site <br />was listed on the National Register in 1972 and is currently maintained as <br />a historic site for private and community functions. Moorefields is <br />currently owned by the Draper- Savage Memorial Foundation. <br />LHD -2 -98 Bingham School (National Register Site #0513) <br />The Bingham School is located in Bingham Township at the Oaks <br />Crossroads, specifically, on the northeastern comer of NC Highway 54 <br />West and Mebane Oaks Road (SR 1007). The site is currently owned by <br />Francois and Christina Deprez who operate a bed and breakfast there. <br />
