Belk <br />Preservation Planner/ X2594 <br />PHONE NUMBERS: <br />Hillsborough <br />732 -8181 <br />Mebane <br />227 -2031 <br />Durham <br />688 -7331 <br />Chapel Hill <br />967 -9251 <br />PURPOSE: To consider accepting a $4,000 Certified Local Government (CLG) grant from the State <br />Historic Preservation Office. <br />BACKGROUND: At its January 20, 1998 meeting, the Board of Commissioners authorized the County Manager to <br />apply for up to $18,000 from the CLG Grant Program administered by the State Historic <br />Preservation Office (SHPO). The grant and matching funds would be used to complete a <br />National Register nomination for the St. Mary's Road/Trading Path Historic Corridor. <br />The Preservation Planner was notified on April 6, 1998 that the application has been approved <br />(attachment #1). However, the amount of grant funds awarded was less than requested - $4,000. <br />SHPO has also recommended a change to the original project description. Since the St. Mary's <br />Road/Trading Path Historic Corridor is not currently listed on the state's National Register Study <br />List, SHPO has recommended that Orange County use this grant to conduct a preservation <br />planning study of the corridor. This study will be a preliminary step toward an eventual <br />nomination to the National Register . The study will involve an intensive evaluation of the area <br />and assessment of possible preservation options, such as scenic byway designation, open space <br />easements, National Register listing, and local historic district or landmark designation (see <br />attachment #2). <br />To receive the grant, the County must sign the attached Grant Agreement and provide <br />certification of matching funds (attachments #3, #4). These documents must be mailed to the <br />SHPO on May 7, 1998 (attachment #7). <br />The revised project budget totals $12, 000, including $4,000 in grant funds, $6,000 in County <br />matching funds and $2,000 in -kind services. A Scope of Work will be developed by the Planning <br />Department in consultation with SHPO. <br />RECOMMENDATION: The Administration recommends that the County Manager be authorized to sign the Grant <br />Agreement and provide certification of matching shares. <br />
