Fikes <br />Resolution <br />TELEPHONE NUMBERS: - - eat. 2490 <br />Hillsborough <br />732 -8181 <br />Chapel Hill <br />968 -4501 <br />Durham <br />688 -7331 <br />Mebane <br />227 -2031 <br />PURPOSE: <br />To adopt a resolution approving the 1998 Consolidated Housing Plan Annual Update and approve <br />the proposed HOME Program Activities for 1998 -99. <br />BACKGROUND: <br />In 1995, a Consolidated Plan for Housing and Community Development Programs in Orange County <br />was developed and approved by the U.S. Department of Housing and Urban Development (HUD). <br />This document details the housing needs of very low income, low income and moderate income <br />families and special population groups in addition to outlining the strategies and plans for addressing <br />those needs. The Consolidated Plan is required for all communities receiving HOME funds and <br />CDBG entitlement funds (Chapel Hill). <br />Each year, local communities are required to submit an Annual Update to the Consolidated Plan to <br />the State HUD Office by May 15''. This Update includes the 1998 -99 Community Development <br />Plan for the Town of Chapel Hill and the 1998 -99 HOME Program Action Plan for the Orange <br />County HOME Consortium. Public hearings were held by the Chapel Hill Town Council on January <br />27 and April 6 and by the BOCC on March 4, 1998 to receive citizen comments regarding the <br />Update prior to development. <br />The Update has now been developed and the established comment period is April 8 — May 7, 1998. <br />In order to inform the general public of this opportunity and encourage participation, a Notice of <br />Public Comment was placed in the Chapel Hill Herald. <br />Further, in accordance with the Orange County HOME Consortium Agreement approved in June <br />1996, as amended, the HOME Program Design for each year must be approved by all jurisdictions <br />prior to submission to HUD. The Program Design is scheduled for approval by Chapel Hill on April <br />27, Carrboro on April 28, and Hillsborough on May 11. <br />
