~~~ <br />VOTE: UNANIMOUS. <br />6. CREEK SIDE SUBDIVISION PRELIMINARY PLAN <br />Marvin Collins presented for consideration of approval a._,,~ <br />Preliminary plan for Creek Side Subdivision. The property is located on <br />Harmony Church Road (SR X1341) in Cheeks Township. Two lots are proposed <br />out of 12.92 acres. The property is zoned Agricultural Residential and <br />designated. Agricultural Residential in the Land Use Plan. The Planning <br />Board recommended approval of the Preliminary Plan with the condition that <br />a revised Preliminary Pian be submitted showing setbacks and required <br />landscaping. <br />Motion was made by Commissioner walker, seconded by Commissioner <br />Lloyd to approve the Planning Board recommendation. <br />VOTE: UNANIMOUS. <br />7. MEL-OAK ESTATES PHASE 4 - PRELIMINARY PLAN <br />Marvin Collins presented for consideration of approval a <br />preliminary plan for the Mel-Oak Estates Phase 4 Subdivision. The <br />property is located in Chapel Hill Township. Six lots are proposed, each <br />approximately 40,000 square feet. The property is. located in the Rural <br />Buffer which presently requires a two acre minimum lot size. The <br />developer is requesting approval of the six-lot design since Mel~Oaks has <br />been an on-going subdivision. The 8.3 acre tract is zoned R-1 and located <br />in the University Lake Watershed. The Planning Board recommended <br />approval of the proposed six-lot subdivision because they felt that phase <br />4 was a continuation of a previous subdivision and to require two acre <br />lots at this time would create an inconsistency within that development. <br />Collins made reference to the policy adopted by the Board on <br />October 3 and indicated that the Planning Board suggested that the Board -; <br />alter the policy to allow for any phased development that had been planned <br />in phases to be completed under the old standard of one acre lot size. <br />This would insure consistency within those developments. The Planning'`'=-~~ <br />Board recommended approval with the attachment of four conditions. <br />After ensued discussion, it was decided that the policy would be <br />revised to include those phased developments which have received in part <br />preliminary plan approval -that are phased and at least one phase has <br />received preliminary plat approval and where the sketch plan has been <br />approved for the entire project. A revised policy will be presented at <br />the November 18 meeting. This item was postponed until November 18. <br />8. HOMESTEAD HILLS: PHASE II PRELIMINARY PLAN <br />Marvin Collins presented for consideration of approval the <br />Preliminary Plan for Homestead Hills Subdivision - Phase II. The property <br />is located in Chapel Hill Township on the north side of Homestead Road (SR <br />1777). The tract is bordered by residential development and proposed <br />recreational property owned by Orange County. Eleven lots are proposed <br />out of 12.23 acres. The zoning of the property is R-1 .and the Land Use <br />Plan designation is Suburban Residential. The Planning Board recommended <br />approval of the Preliminary Plan contingent upon the following conditions: <br />(1) Indicate that this is "Phase II" of Homestead Hills <br />Subdivision. <br />(2) Revise plans to provide radius (220') in second curve as <br />recommended by NCDOT. <br />(3) Provide dedication of additional five (5) feet of right-of-way <br />from Lot 1. Carrboro recommended 20 feet to dedicate half of <br />a 100-foot right-of-way. The Chapel Hill-Carrboro <br />Thoroughfare Plan designated Homestead Road as a minor <br />thoroughfare (collector street). Orange County requires a 70- <br />foot right-of-way for collector streets or five (5) additional <br />
