<br /> <br />"We the following landowners of waterfront property of Lake <br />Orange, Orange County North Carolina, are in favor of raising <br />the level of Lake Orange two feet (24") (from elevation 614 to <br />elevation 616), provided the County of Orange take necessary <br />steps to insure that no Lake Orange Lake front property be <br />~- lessened in value by the Lake level increase proposed." <br />Sob Glutaueff, Lake Orange property owner, expressed concern about the <br />original development of Lake orange and the subsequent agreements with <br />those who donated land for the Lake. He stated that it is evident that <br />Lake orange will continue to be~drained and the landowners will have <br />minimum use of the Lake. <br />Horace Johnson, Water Commissioner for the Town of Hillsborough, <br />reiterated that the Town Council in April, 1.986 stated their position to <br />raise Lake Orange by two feet. He noted that the reservoir .was not built <br />for recreational purposes but to provide raw water storage for Northern <br />Orange County to be used by all of Orange County. The long range plan is <br />to build a new reservoir and to complete the water line to Durham. <br />Motion was made by Commissioner Carey, seconded by Chair Willhoit to <br />authorize that the County Manager draw up an engineering agreement to be <br />brought back to the Board for approval to proceed with the engineering <br />design to raise the level of Lake Orange by one foot with the design to be <br />capable of raising the Lake two feet with the use of flashboards and <br />contingent upon resolving property ownership, and to further authorize the <br />County Manager to complete a survey of the Lake Orange property owners to <br />determine their concerns about and support for this project. <br />VOTE: UNANIMOUS. <br />3. PROPOSED AMENDMENTS - INSPECTION FEE SCHEDULE <br />Motion was made by Commissioner Carey, seconded by Chair Willhoit <br />to table the proposed amendments to the Inspection Fee Schedule. <br />VOTE: AYES, 2; NOES, 2 (Commissioners Lloyd and Walker) <br />Motion was made by Commissioner Carey, seconded by Chair Willhoit <br />to approve the proposed amendments to the Inspection Fee Schedule with the <br />exception of those fees for campaign signs. <br />VOTE: AYES, 2; NOES, 2 (Commissioners Lloyd and Walker) <br />4. PARTIAL WIDTH R W - EVELYN TERRELL MINOR SUBDIVISION <br />Director of Planning Marvin Collins presented for consideration of <br />approval a request for a partial width right-of-way of 30 feet to serve <br />the Evelyn Terrell minor subdivision. The Planning Board recommended <br />approval of the partial width right-of-way of 30 feet. <br />Motion was made by Commissioner Carey, seconded by Chair Willhoit <br />to approve the Planning Board recommendation. <br />VOTE: UNANIMOUS. <br />5. PARTIAL WIDTH R/W - JACK GATES SUBDIVISION <br />~- Marvin Collins presented for consideration of approval a request <br />for a partial width right-of-way of 40 feet for a distance of <br />approximately 1,230 feet to serve a one lot minor subdivision located in <br />the Shirley Gentry Subdivision. It is understood that, if a partial width <br />right-of-way is approved, Mr. Gates will apply for a major subdivision of <br />his property to create a lot for each of his three daughters. The <br />Planning Board recommended approval as a Class Broad in a 40' partial <br />width right-of-way. <br />Motion was made by Commissioner Walker, seconded by Commissioner <br />Lloyd to approve the Planning Board recommendation. <br />
