~~~ <br />one (1) handicapped parking space for every twenty (20) <br />standard parking spaces or fraction thereof, whichever is <br />greater, shall be designed for use by the physically <br />handicapped. Such spaces shall be clearly marked and <br />reserved for the exclusive use by handicapped persons. A <br />sign designating the space for the physically handicapped <br />shall be placed at the head of the space. <br />Handicapped spaces shall be placed within 100 feet of the <br />major entrance of the building or function. Curb cuts or <br />r-amps shall be provided for each space for access to <br />adjoining walkways or paths. <br />VOTE: UNANIMOUS. <br />2. RAW WATER STORAGE ELEVATION AT LAKE ORANGE <br />Ken Thompson presented for a response from the Board a previous <br />request from the Town of Hillsborough that Lake orange be raised two feet. <br />He stated that Hazen and Sawyer Engineers have studied the situation and <br />have determined that the property abutting the lake would not be flooded <br />if the lake was raised one cr two feet. They have outlined that a <br />collapsible flashboard system could be installed to. increase available <br />spillway capacity in the event of the 100 year flood. The cost of the <br />improvements would be approximately the same for a one or two foot <br />increase. Thompson noted that the opinion among the lakefront property <br />owners appears to be divided on what to do with the lake level. He <br />outlined two alternatives: <br />(1) Proceed with engineering design to raise the lake by 1 foot, <br />or <br />(2) Poll the residents to determine their views on raising the.-,~ <br />lake 2 feet and authorize engineering design to go to 2 feet <br />contingent upon obtaining clear title. <br />Chair Willhoit proposed for discussion purposes that the --- <br />engineering be designed to raise the lake level one foot but have the <br />capability to raise the lake two feet and that a survey be taken of the <br />.property owners on raising the lake level two feet. <br />Chair Willhoit further explained his proposal and Don Cordell <br />explained the collapsible system and how the level monitoring system would <br />alert County officials of impending high lake levels. <br />PUBLIC COMMENTS <br />Michael Spears, representing the group led by Betsy Tilley, spoke <br />briefly about the equity and fairness of raising the level without the <br />County maintaining clear title. He talked about the necessity of <br />considering other water sources in the long range. <br />Wayne Tilley, Lake Orange property owner, briefly described in <br />chronological order the events that led to this point in time. He <br />reviewed the cost estimates far the project and made comments about the <br />improvements that would be necessary to the property abutting, the Lake if <br />the.. lake was raised two feet. <br />Pat Key, Lake Orange property owner, asked that the County determine <br />at the .outset if the Lake will be raised one or two feet. She had the <br />understanding when she purchased her property that Lake orange was a <br />backup water supply, but now understands that Lake Orange is the main <br />water supply. She made reference to the protection as stated in her deed <br />between the 615 and 620 foot elevation level and questioned the legality <br />of raising the Lake two feet. <br />Randy Medlin, Lake orange property owner, read and presented a <br />petition with signatures from 29 property owners.
