ITEMS FOR DECISION <br />1. PROPOSED ZONING ORDINANCE TEXT AMENDMENTS <br />(1) DESIGN STANDARDS - EXISTING MOBILE HOME PARKS <br />Marvin Collins presented for Board consideration proposed <br />amendments to the Zoning Ordinance. Concerns have been identified by <br />mobile home park owner/operators and residents about the application of <br />design standards in Article 6.21.1a)2). Deletion of this Article from the <br />Zoning Ordinance would "grandfather" existing parks, excluding them from <br />the application of new design standards. The proposed text amendments <br />would exclude existing mobile home parks from complying with new design <br />standards for mobile home parks. The Planning Board approval of the <br />proposed amendments and the deletion of Article 6.21.1a)2) is based on the <br />understanding that the Mobile Home Park Advisory Group will meet with the <br />Ordinance Review Committee and Planning Board to ,develop standards for <br />parks which address health and safety issues. <br />Motion was made by Commissioner Lloyd, seconded by Commissioner <br />Walker that Article 6.21.1(a)(2) of the Orange County Zoning Ordinance, as <br />amended March 18, 1986 and which reads ". and (2) that .the space be <br />improved in accordance with Subsection 7.20.4(a) of this Ordinance" be <br />deleted. <br />VOTE: UNANIMOUS. <br />The following are verbatim minutes as requested by the Board of <br />commissioners: <br />Marvin Collins - In October the Planning Board met following the <br />public hearing on October 6 and they recommended of the proposed <br />amendments that being the deletion of Article 6.21.1a (2). They made that <br />recommendation based on the understanding that the mobile home park <br />advisory board would meet with the Ordinance Review Committee of the <br />Planning Board in developing standards for parks which address health and <br />safety issues. That Advisory Board has met on two separate occasions with <br />the Ordinance Review Committee and will meet again this week. They have <br />been addressing health and safety issues as well as design standards that <br />relate to new mobile home parks. The issue of whether or not the <br />standards would apply to existing parks in the future is still a question <br />by the Ordinance Review Committee and the Mobile Hvme Park Advisory Board <br />which has to be resolved. They are meeting and discussing standards for <br />the~~ new parks . <br />Don Willhoit - The recommendation of the Planning Board is the deletion of <br />Article 6.2.1.1a(2).
