<br />~~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />NOVEMBER 3, 1986 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, November 3, 1986, 7:30 p.m. in Superior Courtroom, Orange County <br />Courthouse, Ha.].lsborough, North Carolina. <br />BOARD MEMBERS PRESENT: Chair Don Willhoit, and Commissioners Moses <br />Carey, Ben Lloyd and Norman Walker. <br />BOARD MEMBER ABSENT: Shirley Marshall. <br />ATTORNEY PRESENT: Geoffrey Gledhill.. <br />STAFF PRESENT: County Manager Ken Thompson, Assistant County <br />Managers William Laws and Albert Kittrell, Clerk to the Board Beverly A. <br />Blythe, Planning Director Marvin Collins, Purchasing Director Pam Jones, <br />Planners Gene Bell and Brad Torgan, Sheriff Lindy Pendergrass and <br />Personnel Director Beverly Whitehead. <br />A. BOARD COMMENTS <br />At the request of the County Manager Chair Willhoit added an executive <br />session for the purpose of discussing a personnel matter. He announced <br />that Commissioner Marshall will not be in attendance because of a flight <br />delay. <br />B. AUDIENCE COMMENTS - <br />1. MATTERS ON THE PRINTED AGENDA <br />Those persons who wish to speak to matters on the printed .agenda <br />will be recognized at the time their specific item appears on the agenda. <br />2. MINUTES <br />Motion was made by Commissioner Carey, seconded by Commissioner Lloyd <br />to approve the minutes for October 6 as corrected. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Carey, seconded by Commissioner Lloyd <br />to approve the minutes for October 21 as circulated. <br />VOTE: UNANIMOUS. <br />D. PUBLIC HEARING ON THE PROPOSED AMENDMENTS TO THE INSPECTION FEE <br />SCHEDULE <br />Director of Planning Marvin Collins presented for the purpose of <br />receiving public comment the proposed amendments to the Inspection Fee <br />Schedule. This was presented at public hearing on October 6, 1986 and <br />continued to this meeting. Collins explained in detail the proposed <br />amendments and clarified the application of fees for certain types of <br />construction and the plan review/approval procedures. In addition, the <br />provision regarding "Late Fees" would be incorporated and all schedules <br />containing fees ending in $ .50 would be rounded off to be consistent with <br />the computerized permit system program. <br />In answer to a question from Commissioner Carey about inspections <br />when there is a change in occupancy for commercial property, Collins <br />
