~~ <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Marshall to approve the response to the North Carolina Utilities <br />Commission as presented by Dick Helwig on behalf of the Telephone <br />Technical Task Force. <br />VOTE: UNANIMOUS. <br />D. ITEMS FOR DECISION <br />5. BID FOR GENERATOR <br />An award of bid to install a 30 KW generator at the Orange <br />County Jai]. was presented for consideration of approval. <br />Motion was made by Commissioner Lloyd, seconded by Commissioner <br />Carey to approve the bid for change over to a 30KW generator at the County <br />Jail and award the contract to Energy Conversion Corporation of <br />Greensboro, North Carolina for a sum of $7,2p0. <br />VOTE: UNANIMOUS. <br />C. REPORTS <br />1. TRIANGLE AREA PUBLIC TRANSPORTATION STUDY (A complete narrative <br />of the presentation is on file in the permanent agenda file in the Clerk's <br />office. ) <br />Dr. Emil Malizia, member of a study team for Transportation <br />Research and Education at the University of North Carolina, gave a summary <br />of two reports. Report No. 2, "Travel in the Triangle: Choices" presented <br />an analysis of transportation service options for the region .and report <br />No. 3, "Travel in the Triangle: Implementation," presented proposals for <br />implementing the options selected for new public transportation services <br />in the Triangle. <br />In an effort to reflect the views of the local officials in the: ~, <br />area, he requested that any feedback to the reports be given to Marvin <br />Collins or Don Willhoit. The transportation advisory groups will take all, <br />feedback into consideration when preparing the final report which is~'- <br />scheduled for completion before December 31, 1986. <br />D. ITEMS FOR DECISION <br />2. MEETING FOR A HEARING ON THE JOINT PLANNING AGREEMENT <br />Ken Thompson noted that following a review of the revised agree- <br />ment on. October 13, it was agreed that the County Manager and <br />representatives from the Town and County Board would meet to incorporate <br />certain language changes. <br />With reference to the requirement of joint approval of the Land <br />Use Plan and Plan amendments, Attorney Geoffrey Gledhill clarified that <br />changes to the Land Use Plan as well as changes to any of the County's <br />ordinances are legislative acts which cannot be delegated. The County <br />Commissioners are the final decision makers on any legislation which is <br />part of the Joint Planning Process. The Board may delegate responsibility <br />to a planning agency for reviewing and approving development projects <br />including the delegation to the Town of Chapel Hill if the Board so <br />desires. <br />After further discussion it was decided to request that the <br />representative from Chapel Hill draft some language for the changes they <br />advocate in time for the first meeting which will be scheduled the first <br />park of November. <br />It was the consensus of the Board that Commissioner Marshall <br />serve as the Board's representative; that Commissioner-Elect John Hartwell <br />be ~.nvited to attend the meeting, and that a public hearing for <br />considering the Joint Planning Agreement be set for November 18, 1986 in <br />Chapel Hill. <br />
