Orange County has historically depended <br />upon dive teams from other counties, when the need has arisen. In the most recent Cedar Grove <br />area drowning, individual volunteer divers donated their time to assist in body recovery. The <br />primary organized dive team was from the Durham County Sheriff's Office. <br />The individual volunteers and other certified divers have formed a dive team. This team has been <br />incorporated as anon-profit organization and developed a set of by-laws, policies, and operating <br />procedures. This team is composed of highly qualified, trained, and personally equipped divers. <br />This team has submitted an application to be franchised to provide dive related services to Orange <br />County. Their application complies with all the stipulations of the Orange County franchise <br />ordinance. The team has asked for no County funds to subsidize their operations. Franchising this <br />team will enable Orange County to have a lead agency in any dive operations that may occur within <br />the County, and also to return the favors to other agencies that have assisted Orange County in the <br />past. This application was submitted to the EMS Advisory Council for review, and received <br />favorable recommendations to be carried forward to the Commissioners. <br />Under NCGS 153A-46, any action related to granting or amending a franchise requires a passing <br />vote by the governing board at two regular meetings. Since the Board approved the franchise <br />application at the first reading on Apri121, an affirmative vote at this second reading will result in <br />the award of the requested franchise to the Orange County Underwater Search and Recovery Team, <br />Inc. <br />
