<br />Exhibit A <br />AN ACT TO ASSIST ORANGE COUNTY, THE ORANGE COUNTY <br />BOARD OF EDUCATION AND THE CHAPEL HILL- <br />CARRBORO BOARD OF EDUCATION WITH THE EXPEDITING <br />OF PUBLIC SCHOOL FACILITIES <br />14 <br />WHEREAS, Orange County is faced with the critical need for <br />school facilities created by a dramatic growth in student <br />population; and <br />WHEREAS, the Orange County Board of Commissioners, the <br />Chapel Hill-Carrboro Board of Education and the Orange County <br />Board of Education have jointly approved and funded a Capital <br />Improvements Plan - 1997-2007 which includes plans for the <br />construction of school facilities to meet the dramatic growth in <br />student population in Orange County; and <br />WHEREAS, the Orange County Board of Education has <br />implemented a model facilities plan using the Unitary System <br />Approach (USA) to design school facilities that are educationally <br />effective and economically efficient; and <br />WHEREAS, the Chapel Hill-Carrboro Board of Education will <br />consider using the Unitary System Approach to design school <br />facilities; and <br />WHEREAS, the Orange County Board of Education will <br />competitively bid the USA school design under the separate prime <br />bid laws of North Carolina and will develop certain cost <br />parameters based on the USA concept; and <br />WHEREAS, Orange County, the Chapel Hill-Carrboro Board of <br />Education and the Orange County Board of Education desire to <br />explore alternative approaches to expedite the construction of <br />
