Under the fiscal <br />year 1998-99 proposal for ORC, the county will contribute $28,000. The Partnership for Young <br />Children believes the delegation of tasks among the three agencies is workable and has tentatively <br />agreed to contribute $15,000 to defray a portion of the operational cost for Fiscal Year 1998/99. <br />Performance Agreement <br />If the proposals are approved, County staff and the Partnership for Young Children representatives <br />will meet with the Smart Agency and United Way to develop an agreement that will specifically <br />describe the scope of work, measurable outcomes, periodic reports from agencies and a method of <br />evaluating the performance of the agencies. <br />RECOMMENDATIONS: The Manager recommends that the Board approve proposals submitted <br />by (1) the UNC School of Social Work-Human Services Smart Agency to provide Assessment and <br />System Support for the ORC at a cost of $23,347.24; (2) the Triangle United Way for <br />Updating/Maintaining the Database, Marketing and Telephone Call-In Services for the ORC at a fee <br />of $15,745.00; and (3) the County Library to Update the Orange Book at a cost of $4,000. <br />
