The Orange County PACE program
guidelines (contained in the "Green Book ") are modeled after this program. The Forsyth
County Farmland Preservation Program is itself modeled upon successful PACE programs in
Pennsylvania, Maryland, and Delaware.
In reference to specific questions by the Board, the following excerpts from the attached
program guidelines are provided:
• the Forsyth County Farmland Preservation Program is funded by the County and
administered by the Soil and Water Conservation District (p. 1, Section I.B.);
• agricultural conservation easements (development rights) purchased by Forsyth County
shall be held in perpetuity (p. 4, Section III.B.);
• repurchase of development rights may be requested after a period of 30 years. The Board
of Supervisors shall evaluate the request for repurchase, but the final decision rests with the
Board of Commissioners (p. 12 -13, Section VI).
/db
attachment
