Belk, Planner II/Preservation <br />May 12, 1998 <br />Forsyth County (NC) Farmland Preservation Program <br />Copies: Rod Visser, Assistant County Manager <br />Gene Bell, Acting Planning Director <br />At their May 6 meeting, the Board of County Commissioners asked for information about the <br />farmland preservation program of Forsyth County, NC. The Orange County PACE program <br />guidelines (contained in the "Green Book") are modeled after this program. The Forsyth <br />County Farmland Preservation Program is itself modeled upon successful PACE programs in <br />Pennsylvania, Maryland, and Delaware. <br />In reference to specific questions by the Board, the following excerpts from the attached <br />program guidelines are provided: <br />• the Forsyth County Farmland Preservation Program is funded by the County and <br />administered by the Soil and Water Conservation District (p. 1, Section I.B.); <br />• agricultural conservation easements (development rights) purchased by Forsyth County <br />shall be held in perpetuity (p. 4, Section HI.B.); <br />• repurchase of development rights may be requested after a period of 30 years. The Board <br />of Supervisors shall evaluate the request for repurchase, but the final decision rests with the <br />Board of Commissioners (p. 12 -13, Section VI). <br />/db <br />attachment <br />
