One of the major needs identified by the <br />advisory board is to include intensive residential treatment services as a part of the service continuum <br />for program-eligible substance abusers. <br />TROSA is an alternative to incarceration and serves men and women age 18 and older throughout the <br />Triangle area and surrounding counties. Located in Durham, NC, TROSA provides a highly <br />structured environment for a minimum of two years. The program, an intensive array of residential <br />self-help services, is targeted to offenders and substance abusers. Many of the CJPP clients in <br />Orange and Chatham counties are sentenced to TROSA as a part of their probation. <br />At an annual rate of $17,700 or $48.50 per day, TROSA will provide access to services for <br />approximately four Orange and/or Chatham CJPP clients for the year. <br />Funds for this contract have been included in the budget amendment approved by the Board at its <br />April 7, 1998 meeting. The Criminal Justice Partnership Program Discretionary Grant Project <br />Ordinance provides for the receipt of these funds. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the contract, <br />contingent upon staff review, and authorize the chair to sign. <br />
