All ordinances or parts of ordinances in conflict herewith are hereby repealed <br />to the extent of such conflict. <br />Section 4. Any part of this ordinance determined by a court of competent jurisdiction to <br />be in violation of any law or constitutional provision shall be deemed severable and shall not <br />affect the validity of the remainder. <br />Section 5.
