~~ ~ <br />residential. <br />(6) Designate the future landfill site as "potential landfill <br />site - pending further study". <br />The Carrboro recommendations include: <br />(1) That the proposed Commercial-Industrial node in the <br />Calvander area along Homestead road be designated for <br />residential development. <br />(2) That the proposed small Office--Institutional node at the <br />intersection of Homestead Road and Rogers Road be changed <br />back to residential. <br />(3) with regard to the constraint system, that it be changed <br />to allow determination of permissible intensity of <br />development. <br />(4) That based on environmental features, relief from the <br />constraint system be provided along the Homestead Road <br />corridor, forming the northern link of the Chapel Hill <br />Carrboro Thoroughfare Plan for a distance of 50o feet to <br />encourage higher residential densities adjacent to mass <br />transit routes. <br />(5) Permit sewer lines to be extended into University <br />watershed. <br />(6) That developments within the transition areas be required <br />to be served by public water and sewer. <br />_. (7) That a Rural Suffer be developed around the Towns. <br />(8) That an inventory of the environmentally affected areas <br />be performed. <br />(9) That the suburban and urban residential category proposed <br />by the orange County Planning staff be combined into one <br />classification called "transitional residential" and that <br />the density be determined on a tract by tract basis based <br />on the natural constraint system with a maximum of six <br />(6) units per acre. <br />The Planning Board recommended adoption of the Joint Planning Area <br />Land Use Plan with revisions. They also adopted a five-part resolution <br />regarding its commitment to joint planning. <br />Collins reviewed in detail all the revisions and the <br />differences (if any) between the Planning Board recommendation and the <br />recommendations of Carrboro and Chapel Hill. He answered questions to <br />clarify any area of concern expressed by the Soard. <br />Planning Board Chair Barry Jacobs commented that the <br />recommendations of the Orange County Planning Soard, where possible, <br />reflect the wishes of Carrboro and Chapel Hill. <br />Chapel Hill Planning Director Roger Walton remarked that the <br />moment is a historic one. He offered praise for the cooperative spirit <br />displayed by Orange County. He pointed out two differences that still <br />remain and explained these in detail: (1) the area on Eubanks Road and <br />(2) density in the rural buffer. <br />Chair Willhoit asked if the plan could be adopted with amendments <br />so that further discussion could be held between Orange County and the <br />Towns on items not agreed upon and Attorney Geoffrey Gledhill indicated <br />the plan could be adopted with "holes" to be filled in later. <br />Motion was made by Commissioner Marshall, seconded by <br />Commissioner Carey, to approve the Joint Planning Area Land use Plan as <br />recommended by the Planning Board. (The recommendation is in the.. <br />permanent agenda file located in the Clerk's Office.) <br />
