G ~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />AUGUST 19, 1986 <br />The orange County Board of Commissioners met in regular session on <br />August 19, 1986 at 7:30 p.m. in the Courtroom of the old Post office <br />Chapel Hill, North Carolina. <br />BOARD MEMBERS PRESENT: Chair <br />Shirley Marshall, Moses Carey, Ben Lloy <br />COUNTY ATTORNEY PRESENT• Geoffre <br />STAFF PRESENT; County Manager <br />County Manager Albert Kittrell, Finance <br />Gene Bell, Clerk to the Board Beverly <br />Marvin Collins, Purchasing Director Pam <br />Wilbur McAdoo. <br /> <br />Don Willhoit and Commissioners <br />d and Norman Walker. <br />y Gledhill. <br />Kenneth R. Thompson, Assistant <br />Director Gordon Baker, Planner <br />A. Blythe, Planning Director <br />Jones and Public Works Director <br />A. BOARD COMMENTS <br />Commissioner Carey would like to add a name to the .list of <br />individuals to be considered for appointment to the Low and Moderate <br />Income Housing Task Force. <br />Chair Willhoit added to the agenda a proclamation for Women's <br />Equality Day. <br />B. AUDIENCE COMMENTS <br />1. MATTERS ON THE PRINTED AGENDA <br />None. <br />2. MATTERS NOT ON THE PRINTED AGENDA <br />Lois Herring, Secretary of the Southwest. Preservation <br />Alliance, made a prepared statement to the Board. She expressed concern <br />about the amount of lead in University Lake. The Carrboro Planning <br />Board voted to study protection of the University Lake Water quality and <br />make a recommendation to the Aldermen for adoption. She asked that the <br />Board of Commissioners cooperate with Carrboro and assist with any <br />financial support needed for the study. (A copy of Lois Herring's <br />complete statement is in the permanent agenda file) <br />Chair Willhoit requested that the concern expressed by Lois <br />Herring be forwarded to the Environmental Affairs Board and that they <br />determine if this is something they will address. <br />Arthur Dodd, member of the Coventry Homeowners Association, <br />expressed concern about potential flooding that exists in Coventry. He <br />stated that as Sedgewaad is developed there may be additional runoff <br />between that area of Carol Woods and Coventry.. He asked for complete <br />cooperation by the County -and the Town to protect the citizens who live <br />in that area from possible flooding. <br />Chair Willhoit requested that Ken Thompson direct the Planning <br />Staff to review Mr. Dodd's concern with the Town to determine what steps <br />can be taken to prevent further aggravation of the situation. <br />PROCLAMATION - WOMEN'S E UALITY DAY <br />Motion was <br />Commissioner Carey to <br />Commission for Women. <br />WHEREAS, August 26 <br />Amendment to the U.S. <br />made by Commissioner Marshall, seconded by <br />approve the proclamation as presented by the <br />PROCLAMATION <br />is the anniversary of the passage of the 19th <br />constitution; and <br />_...., <br />
