~~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />SPECIAL MEETING <br />JULY 10, 1985 <br />The Orange County Board of Commissioners met in Special Session on <br />July 10, 7.985, 4:00 p.m. in the Board of Commissioners' Room, Orange <br />County Courthouse, Hillsborough, North Carolina for the purpose of <br />discussion/approval of the water Conservation Ordinance. <br />BOARD MEMBERS PRESENT: Chair Don Willhoit and Commissioner Shirley <br />Marshall and Moses Carey. <br />BOARD MEMBERS ABSENT: Commissioners Ben Lloyd and Norman Walker. <br />.ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant <br />County Managers Albert Kittrell and William Laws and Clerk to the Board <br />Beverly A. Blythe. <br />WATER CONSERVATION ORDINANCE - SECOND READING <br />-(Copy of the Ordinance as approved is .in the permanent agenda file <br />in the Clerk's Office and in the official Ordinance Book in the Office <br />of the Clerk to the Board) <br />Ken Thompson reviewed the revisions to the Water Conservation <br />Ordinance: <br />(1) Article 2 an page 3, second paragraph was added to provide a <br />means to grant an exception to any allocation while maintaining the ,, <br />integrity of the ground management plan. <br />(2) The safe yield column was deleted from Table 2. ;.,,, <br />(3) An addendum was added to table 2 to provide for the "~ <br />translation of the water figures into days available. <br />John Wray, Deputy Director Division of Water Resources, indicated <br />that the 80 and 60~ levels for the instream flow are reasonable and <br />noted that frequency of the 90~ level will make it very difficult to <br />manage. <br />Chair Willhoit asked that OWASA work with NRCD on the risk factors <br />and advise the Board if the figures need to be changed. <br />Josephine Barber reiterated her remarks she made at a meeting <br />several years ago about the need for another reservoir. She suggested <br />that University Lake be dredged. <br />Chair Willhoit explained the process of dredging and noted it as a <br />huge undertaking. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Carey to adopt the Water Conservation ordinance an second reading. <br />VOTE: UNANIMOUS. <br />Note: The second paragraph of Article 2 and the drought management plan <br />received approval of the first reading and will be considered for second <br />reading on July 23, 1986. <br />Don Willhoit signed the Mandatory Conservation proclamation for the <br />
