ment Resolution is $20,768.63. <br />THERE BEING NO PUBLIC COMMENTS, THE HEARING .WAS CLOSED. <br />3. .IMPACT FEES - <br />19~ <br />Marvin Collins presented far the receipt of public comment a reso- <br />lution requesting that the legislative delegation introduce special legis- <br />laticri in the 1986 Session of the General Assembly, to enable the County to <br />establish a system of Impact Fees. The Planning Board, Planning Staff and <br />Board of Commissioners have expressed a desire for such legislation and to <br />incorporate impact fees into the planning process countywide. In order to <br />accommodate the Carrboro and Chapel Hill Land Use Ordinance and Chapel Hill <br />development standards, it would be necessary to have such a system of impact <br />fees authorized. Fees would be designed to .help defray the cost of expand- <br />ing public facilities and the costs would be placed on new development on a <br />per lot or per unit assessment. Collins briefly summarized the purposes of <br />the impact fees. <br />Commissioner walker asked for further clarification on what would <br />be included for impact fees and expressed a concern that it would create <br />double taxation on the developer. <br />THERE BEING NO PUBLIC COMMENTS, THE HEARING WAS CLOSED. <br />D. PUBLIC HEARINGS TO BE CONTINUED UNTIL JULY 7 1986 <br />Motion was made by Commissioner Marshall, seconded by Commissioner Carey <br />o approve the continuation of the public hearings for Heartwood at Black- <br />ood Mountain and the Pantry Area Study until July 7, 1986. <br />.:VOTE: UNANIMOUS. <br />E. REPORTS <br />1. TELEPHONE TECHNICAL TASK FORCE <br />Dick Helwig, Chair of the Telephone Technical Task Force, reported <br />on the Commissioners' action that is before the Utilities Commission with <br />regard to telephone long distance failure in Central and Northern Orange <br />County from April 3-11. The responses that have been received from the <br />telephone companies and the Utilities Commission all indicate that the <br />failure was extremely massive and widespread. The task force recommends <br />that the Board consider requesting the Utilities Gommission for an extension <br />to mid July. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Carey to .approve the letter addressed to the Utilities Commission which <br />requests an extension of time for a response until mid July and authorize <br />the Chairman to sign on behalf of the Board of County Commissioners. <br />VOTE: UNANIMOUS. <br />Helwig also reported on the extended telephone area service cost <br />data. He briefly summarized the report. It has been determined that a <br />digital switch will resolve the switching problems and help diagnose cable <br />problems and give everyone access to all the long distance lines. The <br />:witen that Centel plans to install in an appropriate switch. The task <br />Force recommends that the Board consider requesting Centel provide to the <br />:ask force a list of precisely what will go into the system and a comprehen- <br />aive list of auxiliary equipment (long distance connections, cable plan, <br />etc.) and that these lists, along with a report from the task force be <br />forwarded to the North Carolina Utilities Commission asking them to review <br />
