r <br />Evolution of the $5000 Smart Start Grant <br />For the past six months EMS has been involved ns nn active member of the Home Visiting <br />Demonstration Project Grant Committee that is comprised of n wide variety of community <br />agencies and organizations involved in home visitation in Orange County. The Committee <br />grant proposal (administered through the Health Department) was eventually approved by <br />the State Department of Health and Human Resources. <br />Quite apart from this group, EMS has written n home visiting grant proposal using our <br />paramedics ns the home visitors. The wider Committee was enthusiastic about EMS' entry <br />into the public health field and included our proposal on one end of n wide continuum of <br />home visiting resources to be provided to Orange County families. <br />As n further sign of support, individual members of the Committee provided input, <br />referrals to other programs, literature, and inclusionary materials for our Welcome to the <br />World bag. Orange County Partnership for Young Children (Smart Start) has been one of <br />our biggest supporters -- agreeing to provide a variety of booklets, books, videos, and even <br />the actual bag for the Welcome to the World project. <br />As the end of their budget year loomed closer, the Partnership began evaluating what <br />monies they would have on hand at year's end. Each year they nwnrd these funds to <br />community projects serving young children that they deem worthy. The Partnership <br />notified EMS by telephone in early June of their decision to nwnrd $5000 to EMS to help <br />stock the Welcome to the World bags with safety-related materials and/or equipment. A <br />proposed budget for expending these monies was submitted to the Partnership and <br />approved. No actual proposal was required or submitted requesting these funds. The <br />grant was initiated by the Partnership themselves. <br />4 <br />
