Background: During the first week of June, Emergency Management staff was notified by the North Carolina Division of Emergency Management that it would offer grant funds to all counties in North Carolina from funds remaining in the Division's 1997-98 operating budget to enhance statewide capabilities. These funds are being administered in the form of a one time grant. Because of the State's requirement to commit these funds before the end of the fiscal year, the County was asked to indicate immediately whether or not it wished to apply for these funds. County staff have indicated to the Division of Emergency Management the desire to accept these funds, subject to approval by the Board of County Commissioners. The grant is for three specific items for purchase. The first is for up to $600 for a digital camera that meets the specifications of the state as shown on Attachment A. This camera is to be used in photographing and documenting, for the purposes of planning, damage assessment, and other projects related to the Emergency effort. The second eligible item is for up to $200 for a Global Positioning System (GPS) unit. This unit will be used to locate buildings, critical facilities, emergency landing zones, and hazard locations by longitude and latitude. This will be important for recording the location and for providing coordinates to outside resources. The third category of eligible items relates to hazardous materials response supplies such as containment booms, absorbent pads, technical references, and more training materials. This amount may increase or be offered again, contingent upon the first distribution acceptance of funds.
