18 Addendum 115 Participant, Services, and Outcomes Description A. Target Participants _ Individuals to be served under this Contract will be considered hard -to -serve clients who have two or more of the following barriers to becoming economically self- sufficient: • history of substance abuse or recently tested positive for drug use when screened for employment; • little or no history or sporadic work history; • literacy below fifth grade level; • mental illness or mental health problems (not disabled); • lack of motivation and/or lack of self - esteem; • two-parent family; • history of domestic violence; • long -term recipient of cash assistance with 9 -12 months left on time clock; • geographically isolated; • migrant or seasonal farm worker. B. Provider Services to Participants Work First participants referred by the Department to the Provider will receive the following services: • course enrollment; • a minimum of 30 hours/week of training; • job placement of at least 30 hours/week; • follow-up to ensure job retention. C. Performance Outcomes These goals are targets only, and are not intended to be mandatory threshold limits. However, monitoring of these outcome goals will be done by the Department The monitoring results will be used as a basis for evaluation of this contract and for negotiation of any future contracts. 1. 70% of Orange County Work First participants who complete the CET program will be placed in employment of at least 30 hours/week- 2. 700/9 of the Orange County Work First participants who are placed in employment will be placed in a job utilizing the skills acquired in their specific CET course of study.
