The training program is designed <br />for individuals whose language, reading and math skills are so limited they can not get <br />into or have dropped out of public schools or who left public schools without marketable <br />skills. In addition to vocational training, CET provides job development and placement <br />services for these students. <br />Orange County Department of Social Services has referred participants to CET for two <br />years. During that two year period, the North Carolina Division of Social Services had a <br />contractual arrangement with CET. The state covered the cost of tuition for Work First <br />participants. However, the Division allocated funds directly to counties for Fiscal Year <br />1998 -99. Orange County received an allocation of $161,955 to purchase vocational skills <br />training from CET. <br />
