Bingham <br />School, Chatwood, Moorefields, and Rigsbee's Rock House, as :Local Historic <br />Landmarks. Draft ordinances designating these properties as Orange County <br />Historic Landmarks are attached. Summary descriptions of these sites were <br />provided in the May 26, 1998 Public Hearing agenda materials. <br />BACKGROUND: In April 1991, Orange County adopted the Ordinance Creating the Historic <br />Preservation Commission (HPC) of Orange County, also referred to as the <br />"Historic Preservation Ordinance". In accordance with Section 1.7 of this <br />Ordinance, the Historic Preservation Commission may recommend to the County <br />Commissioners areas to be designated as "historic districts" and individual <br />structures, buildings, sites, areas or objects to be designated as "landmarks". <br />Article 3 of the Historic Preservation Ordinance describes the procedure for <br />designating local historic landmarks. <br />The Orange County Historic Preservation Plan, an element of the Orange County <br />Comprehensive Plan, was adopted in April 1996. The Preservation Plan guides the <br />County's historic preservation activities by providing an outline of goals, objectives, <br />and action strategies that serve as a program of work for the Orange County Historic <br />Preservation Commission. The Preservation Plan describes Orange County's <br />historical development, assesses the status of historical resources, and outlines the <br />historic preservation efforts that are currently underway. The Element lists specific <br />action strategies that direct the work of the Orange County Historic Preservation <br />Commission, including a program to designate County historic landmarks. <br />
