DRAFT JUNE 3, 1998 PLANNING BOARD MINUTES . 15 <br />Residential and Lower Eno Protected Watershed in the Land Use Element <br />of the Comprehensive Plan. <br />The approved Concept Plan involved 52 lots with a total area of 81.2 acres <br />proposed to be subdivided. Phase 3 includes 31.33 acres with 5.49 acres in <br />open space. Eleven (11) lots are proposed which average 2.62 acres. Phase <br />4 includes 18.56 acres with 5.01 acres in open space. Nine lots are <br />proposed which average 1.38 acres. All lots will have individual wells and <br />septic tanks and all roads are proposed to be public. Alex Drive will be the <br />main road extending northeast from Phase 1 and 2. Parker's Path will <br />extend off Alex Drive in Phase 3 and Crabtree Creek Road extends off Alex <br />Drive in Phase 4. Alex Drive intersected with Dumont Drive which is off <br />the south side of St. Mary's Road. <br />The Planning board approved the Concept Plan for Charles' Woods <br />Subdivision on May 15, 1995 before flexible development requirements. <br />Phase 1 contained 15 lots and was approved March 14, 1996. Phase 2 <br />contained 12 lots and was approved April 17, 1997. These are the last two <br />phases of the approved Concept Plan. The subdivision layout is the same as <br />approved on the Concept Plan. Lot lines have been adjusted to obtain <br />Health Department approval. Kirk noted that the Concept Plan had <br />contained 52 lots but Health Department approval required combination of <br />some lots so there was a loss of 5 lots. The entire subdivision plan now <br />contains 47 lots. <br />The Planning Staff recommends approval of the Preliminary Plan for <br />Charles Woods Phases 3 and 4 per the Resolution of Approval (an <br />attachment to these minutes on pages ). <br />Discussion followed regarding open space requirements. It was pointed out <br />that there is 10.5 acres of open space in these two phases. However, the <br />Concept Plan for Charles Woods was approved prior to Flexible <br />Development. <br />MOTION: Hoecke moved approval as recommended by the Planning Staff. Seconded <br />by Walters. <br />VOTE: Unanimous. <br />
