The applicant, TSA Development, LLC, has submitted the attached Preliminary Plan for <br />subdividing the property into (57) new residential lots that average 1.2 acres in size. The <br />lots will have individual septic systems and will access Frazier Road from new paved <br />public roads to be constructed to serve the subdivision. The portion of Frazier Road <br />north of Lebanon Road is unpaved and maintained by the State. The applicant proposes <br />to pave the first 250 feet of Frazier Road from the intersection to the first entrance of the <br />subdivision loop road. <br />A right-of--way stubout is indicated on the Preliminary Plan neaz the northwest corner. <br />Based on the proposed lot layout, the stubout will be built because it provides access for <br />lot 10. An additional stubout for possible future road extension to the east is proposed <br />between lots 37 and 38. Refer to the attached map of surrounding subdivision roads and <br />undeveloped pazcels with a potential road network illustrated. Several subdivisions <br />developed to the west in the last five years have been connected through the use of <br />stubouts. <br />The Preliminary Plan follows the conservation option of flexible development as <br />described in the Subdivision Regulations. The proposal includes 30.12 acres or 37% <br />open space. The open space will be privately owned as part of the lots. A conservation <br />easement agreement was submitted with the Preliminary Plan. The open space will <br />protect ponds, drainage ways, a stream buffer, as well as buffers to be landscaped along <br />the subdivision roads and boundaries and between lots. The conservation easement will <br />be deeded to the Field View Homeowners Association. <br />On May 26, 1998, the Planning Board unanimously recommended approval of the <br />Preliminary Plan for Field View Subdivision subject to the conditions contained in the <br />attached Resolution of Approval. <br />RECOMMENDATION: The Administration recommends approval of the Preliminary Plan for Field View <br />per the Planning Boazd recommendation. <br />
