BACKGROUND: Pursuant to G.S. 14-413 and G.S. 14 -414, which statutes outline the Board's responsibilities in issuing pyrotechnics permits, Abundant Life Church has requested that the County Commissioners approve a pyrotechnics permit for the fireworks display which is scheduled for July 4, 1998. Specifics of the event are as follows: • The event will be held at the Church in the parking lot area. • Mike Tapp has investigated the area and indicates that there is sufficient area for the type of fireworks which are planned for use. • Emergency Management has been assured by the appropriate agencies that sufficient coverage will be provided to ensure that public safety issues are met. The Fire Marshal's office will follow up the day of the event to ensure these measures are in place. • Pyrotechnics to be used are cited on the attached site layout. • Certificate of insurance from church insurer; includes County as additional insured. RECOMMENDATION: The Manager recommends that the Board approve the pyrotechnics permit for Abundant Life Church for their fireworks display to occur July 4, 1998, and authorize the staff to sign off on the permit form as indicated.
