moderate income families from Orange County or into rural areas ].east <br />suited to the efficient provision of extensive housing resources and <br />community services; and <br />WHEREAS a clear recognition of such problems led to the creation in <br />late 1985 of an Affordable Housing Task Farce in the Chapel Hi11- <br />Carrboro area; and <br />WHEREAS the proposed Orange County ordinance regulating mobile home <br />parks identifies the provision of adequate housing as "fundamental to <br />the welfare of County residents;" and <br />.WHEREAS the proposed ordinance governing mobile home parks notes <br />that "conventional housing is not consistently available" and that, <br />therefore, the need to provide mobile homes is the method available for <br />addressing "the public need for alternative housing;" and <br />WHEREAS such an ordinance regarding mobile home parks merely <br />addresses part of the problem identified therein; and <br />WHEREAS Orange County already has a high number of mobile homes per <br />capita; and <br />WHEREAS it is unclear whether and which mobile homes quickly <br />deteriorate in value both for the purchaser and as a generator of county <br />tax revenues; and <br />WHEREAS a thoughtful, coordinated plan for the provision of <br />adequate housing remains a key element of county planning, one likely to <br />be further increased in importance by pending federal revenue cuts; and <br />WHEREAS the Board of County Commissioners have within their <br />legislative and discretionary authority the means with which to address <br />this problem; <br />The Orange County Planning Board hereby recommends that the Orange <br />County Board of Commissioners establish a task force and set as a <br />priority matter in the 1986-87 fiscal year a study for a specified <br />period (90-180 days) resulting in a comprehensive plan for providing low <br />and moderate income housing within the county. As part of the task <br />force's work, the Orange County Planning Board requests guidance on the <br />desirability of establishing districts within which to limit mobile home <br />parks and/or mobile homes. <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Walker to adapt the resolution as stated above. <br />VOTE: UNANIMOUS. <br />It was decided that the Planning Board would submit on April 7 a <br />list of people to serve on this task force for the .Board's <br />consideration. <br />5. LAUREL SPRINGS SUBDIVISION - PRELIMINARY PLAT APPROVAL <br />Planner Susan Smith presented for consideration of approval <br />the Preliminary Plat for Laurel Springs Subdivision. The <br />property is located in Chapel Hill Township on the south side <br />of Dairyland Road.. There are seventy-six (76) lots proposed <br />out of approximately 119 acres with a minimum lot size of <br />43,500 square feet. The property is designated Rural Buffer <br />and Protected Water Supply Watershed in the Orange County Land <br />Use Plan. The property is zoned R-1 and subject to Protected <br />Watershed-TI overlay district standards. The applicant <br />proposes to develop the site in four (4) phases. At the <br />request of the Planning Board, the applicant provided a <br />traffic impact study. All roads proposed to serve the <br />development are to be constructed to NCDOT subdivision road <br />standards and dedicated public. The property is to be served <br />
