2 The t es of vehicles usin a road should be considered in the <br />( ) YP g <br />assignment of priorities. <br />(3) The quality of the unpaved road shauld be considered in the <br />assignment for paving. <br />Planner Susan Smith clarified that the roads listed on the priority ~---, <br />from one through twenty-five are considered rural or thoroughfare roads <br />and are eligible far participatory paving only if they pay the <br />difference in the cost of construction above $8.00 per foot. Last year <br />the state added subdivision roads into the priority ~.ist and it is those <br />subdivision roads which are plated before 1976 that are eligible for the <br />PPP programs paying 4.00 per front foot or $8.00 per centerline foot. <br />Chair of the Planning Board Barry Jacobs responded to the comments <br />made about the general road quality rating plan. The transportation <br />subcommittee of the Planning Board is working on an Orange County <br />specific road classification system. The same kinds of criteria are <br />be3.ng considered as well as things like densities along the road, <br />setbacks, environmental constraints including watersheds, and land use <br />plan considerations that also affect the nature and character of roads. <br />He' invited the Secondary Roads Committee to work with this subcommittee <br />on development of a criteria for evaluating roads. <br />Motion was made by Commissioner Carey, seconded by Commissioner <br />Marshall to adopt the approach as recommended by the Secondary Raad <br />Improvement Advisory Committee. <br />VOTE: UNANIMOUS. <br />3. CLASS A ROAD - COVERED BRIDGE I MINOR SUBDIVISION <br />Planner Susan Smith presented for consideration a request for <br />a Class A private road to serve part of Lot 1 of the Covered <br />Bridge subdivision. This is a minor subdivision. The <br />Planning Staff recommends approval. "~', <br />Motion was made by Commissioner Marshall, seconded by <br />Commissioner Carey to approve a Class A private road to serve j <br />part of Lot #1 of the Covered Bridge subdivision. <br />VOTE: UNANIMOUS. <br />4. RESOLUTION FOR PROVISION OF LOW AND MODERATE INCOME HOUSING <br />Susan Smith presented for consideration of approval a <br />resolution that was adopted by the Planning Board on February <br />17, 1986 to establish a task force to provide guidance to the <br />,Board on housing availability in the County and allow for the <br />development of policies to <br />address identified concerns. The resolution is stated below: <br />RESOLUTION FOR PROVISION OF LOW AND MODERATE INCOME HOUSING <br />WHEREAS Orange County citizens and officials would like to ensure <br />the continued provision of low and moderate income housing within the <br />county; and <br />WHEREAS the provision of such hausing is essential to the <br />maintenance of the community as a whole, and to equal opportunity for <br />all citizens living within that community; and <br />WHEREAS land prices and other development pressures are already <br />effectively excluding the provision of such housing in many areas of <br />Orange County; and <br />WHEREAS those development pressures are likely to continue and <br />spread; and <br />WHEREAS the effect of those pressures is either to drive low and <br />
