POLICY ON CONSIDERATION OF ORDINANCE ATLAS AMENDMENTS AND <br />DEVELOPMENT REQUESTS <br />Planner Susan Smith presented for consideration a policy <br />,,,;; addressing the consideration of ordinance and atlas amendments <br />-- concurrently with development proposals. <br />Motion was made by Commissioner Marshall, seconded by <br />Commissioner Walker to adopt the policy as stated below: <br />"That rezoning requests shall not be submitted to public <br />hearing concurrently with amendments to development <br />ordinances which affect the rezoning request; and that <br />subdivision proposals shall not be considered <br />concurrently with a rezoning request except through the <br />planned development process:" <br />VOTE: UNANIMOUS. <br />2. PROPOSED CHANGES IN THE N.C. DEPARTMENT OF TRANSPORTATION <br />PROCEDURES FOR PAVING SECONDARY ROADS ( A copy of the proposed <br />changes is in the permanent agenda file. in the Clerk's <br />office) . <br />George Bressler, Chair of the Secondary Road Improvement Advisory <br />Committee presented the report to the Board. The committee recommended <br />no changes be made at this time in the DOT Priority Rating System. The <br />following changes were recommended in the administration of the (PPP) <br />Participatory Paving Program: <br />(1) A sliding scale should be established far Property Owner <br />Participation. Only those roads assigned a priority of 49 or <br />less in the Priority Rating System would be eligible for <br />public funds assigned to the County for paving of secondary <br />roads. <br />
