<br />desire to be in the Carrboro district. <br />Walter Asbill expressed dissatisfaction that the petition was <br />signed over two years ago and is just now being considered. He has <br />already paid the fire district tax for White Cross and does not want to <br />be included in that district. <br />EMS Director Bobby Baker indicated that White Cross is waiting on <br />an approval of an FHA loan so they can build a fire station. Fire <br />coverage in White Cross is being provided on a volunteer basis by Eli <br />Whitney, Orange Grove, and North Chatham. <br />Chair Willhoit noted that when the vote was taken in the White <br />Crass area, the intention was that those residents in the Carrboro <br />district would be transferred upon Carrboro's approval. <br />E. PUBLIC HEARING CONTINUATION <br />PROPOSED RECREATION SPACE STANDARDS - ADVISORY COUNCIL REPORT <br />Recreation and Parks Advisory Board member Richard Ward <br />reported that the Council unanimously endorsed the concept of <br />the proposed regulations. He noted that with the expected <br />growth in the County the demands on the parks and recreation <br />system will increase. The initiative for park land comes from <br />urban areas and as people move in some of the existing green <br />space is used for housing. Because at the State level North <br />Carolina is 49th out of 50th in percapita spending for park <br />lands, the County and Municipal governments must lead in <br />providing park lands. The funds or lands that will be <br />generated by these regulations will be designated specifically <br />for capital improvements. He made five points about the <br />regulations: <br />(1) The regulations should apply to all subdivisions R1-R13. <br />(2) Preference would be to acquire acceptable pieces of land <br />through the dedication process. <br />(3) The Council supports the payment-in-lieu concept. There <br />needs to be a uniform method for appraising land when <br />payment-in-lieu is the option selected. <br />(4) The Council feels it important to distinguish between <br />active and passive recreation areas and to coordinate <br />active and .passive areas with the new land use plan and <br />the proposed Master Park Plan. <br />(5) The Council encourages developers to consult with both <br />the planning and recreation department before the final <br />drawings and blueprints are made. <br />Commissioner Walker asked if Chapel Hill regulations included <br />similar regulations and Ken Thompson indicated they do. <br />Commissioner Walker indicated he intended for the regulation to <br />apply only to multifamily housing. A payment required in lieu could be <br />considered a recreation tax. He expressed disagreement with taxing <br />citizens while giving grants to cities. He recommended further work and <br />study be done do the standards. <br />Richard Ward noted that the regulations need to be consistent <br />across the Soard so that people who live in the larger developments <br />would not be taxed unfairly. <br />Commissioner Walker noted that with multifamily housing you can <br />better afford to give land for recreational purposes. <br />Commissioner Marshall noted that the idea is to use the payment-in- <br />lieu to buy land so that the open recreational spaces will be located in <br />suitable designated areas. <br />Ken Thompson noted that another report would be forthcoming on <br />~1 <br />
