!J <br />The proposed modification will add an area to be used for recycling glass and <br />meal cans. The expansion includes: a. A 7,500 square foot concrete slab, b. Two <br />open sheds, 600 square her and 900 square feet each, and c. 44,000 square feet of <br />additional vehicular surface. <br />Currently access to the site is provided through the existing landfill. There is no <br />direct access to EubaNa Road. <br />A 100 -foot buffer is provided around the perimeter of me site, except along the <br />iso em border, neat to the existing landfill. A condition of approval was added to <br />the original Special Use Permit to insure that all vegetation within the 100 f t <br />buffet will remain undisturbed. <br />The Noun of operation of the site are from 7:00 a.m. to 4:00 p.m. Monday through <br />Friday, and 8:30 a.m. on 12:00 noon on Saturday. Gayle Wilson, Director of Solid <br />Waste Management for Chapel Hill, has indicated the proposed additional area is <br />needed for recyclables m the landfill and would not involve any landfilling <br />activity. The existing landfill will be used through the year 2004 or 2005 and will <br />be moruroteri for 30 years afterwards. The recycling facility may beutilbed during <br />this 30 year period. <br />RECOMMENDATION: Article 8.4.3 of the Zoning Ordinance requires this the Zoning Officer's <br />raommetdation be presented to the Planning Board within 45 days of receipt of <br />an application. The 45-day period may be extended up in 60 days with the vamen <br />commit of &a applicant The public hearing is the time scheduled for presentation <br />of the Zoning Officer 'a recommeodat an. <br />The Zoning Officer has not received information which would establish grounds <br />for among negative frrding on the general standards. These smrdards include <br />maintaining or promoting the public health, safety. and genera/ welfare. <br />maintaining or enhancing the value ofcondgaous property, and the use being in <br />compliance with the general plan for the physical development of the County . <br />The Zoning Officer has reviewed the application, the site plan and all supporting <br />documentation and has j and that the application does comply with the specific <br />standards and required regulations concerning the modification. <br />Provided the Planning Board and County Commissionersfind in the affirmative <br />on the general standards, the Zoning Officer recommends approval of the request <br />
