z.. <br />2 <br />A type C 40 -four landscaped buffer will be provided around the facility with <br />Leyland Cypress and Loblolly Pines to he planted. The site is presently in an open <br />field with a tree line located along the noMem property line. Mils rise line will be <br />left undisturbed. <br />There are no existing towers within one mile of Us site on which the applicants <br />could o-lo late however, the application indicates this tower can structurally <br />accommodate 5 users. Gabon has indicated they are willing to negotiate with <br />other users to attach additional communication facilities provided they do not <br />interfere wit the primary, purpose of the tower. <br />The facility will he umnawed; therefore, water and sewer facilities will not be <br />required. Once constructed the tower will only be visited for scheduled <br />maintenance and emergencies. <br />RECOMMENDATION: Article 8.4.3 of me Zoning Ordinance includes that the Zoning Officer's <br />recommendation be presented to the Planting Board within 45 days of receipt of <br />an application. The 45-day period may he extended up to 60 days with the written <br />consent of the applicant The public hearing is the time scheduled for presentation <br />of the Zoning Officer's ecommendation. <br />The Zoning Officer has not received information which would establish grounds <br />for mxdd'ng a regarmse finding on the general standards. These standards include <br />maintaining orpromoting the public hedth, safety, and general wet( e, <br />maturation or enhanNng the value o%comiguoas property , and the use being in <br />compliance with the generdphinfor the physical development of the County <br />The Zoning Officer has reviewed the applimdan, the sues plan and all supporting <br />documentarian and liar fausdthat the application ones comply with the specific <br />smMards and required regulations concerning the Special Use Permit. <br />Provided the Planning Board and County Commissioners fired! in the affirmative <br />on the general smndards, the Zoning Officer recommends approvoJ of the request <br />for a Special Use Permirfor Gearon Communications subject to the following <br />conditions <br />r.
