1 <br />00034 <br />.County Manager Marvin Hoffman asked about the representation on the PIC <br />and Ken Thompson indicated the number of members representing a certain <br />county or city would be based on population. <br />In answer to a concern from Carl Thompson about the advantages of Chatham <br />County forming a consortium with Orange County, Don Willhoit noted that the <br />main disadvantages of Orange going with Chatham is the administrative size and <br />the lack of access to the Sobs in the Research Triangle Park. However, there <br />are identifiable problems like outreach and transportation where JOCCA could be <br />effective. <br />Commissioner Walker spoke in support of the past achievements of the <br />Central Piedmont SDA. He asked how JOCCA could help in the need for trans- <br />portation and Gloria Williams noted that JOCCA is part of the Coordinated Trans- <br />portation System which operates in the rural area of Orange County. Transportation <br />would be available to transport participants to training and job sites. Walker <br />asked if the transportation service is available whether or not JOCCA operates <br />the program and Williams explained it would need to become a part of the <br />Coordinated Transportation Development Plan which is being developed at this time. <br />Commissioner Marshall clarified that a service would have to be provided by <br />JOCCA before they are eligible to use the system. The CATS can only be used to <br />serve those clients through a service which is offered through JOCCA. <br />Hoffman summarized the three choices for Chatham: <br />(1) Joint Drange County/Chatham County consortium administered by JOCCA. <br />(2) Joint Orange County/Chatham County/Durham County consortium admin- <br />istered through a consortium arrangement. <br />(3) Lee/Hornet/Sampson/Chatham Counties. <br />Chair Willhoit asked that the two County Managers meet to discuss an <br />approach to the redesignation of the SDA. <br />2. COUNTX BOUNDARY LINE <br />Roscoe Reeve presented information on establishing a boundary between Orange <br />and Chatham Counties. It has been attempted in such a way as to benefit both <br />counties with a minimum expense. There are two ways to determine the line. The <br />first is an actual survey of all the land along the boundary and~the second by the <br />use of modern technology with the govening boards making the final decision. The <br />proposal is to accept, by the use of an orthophotograph,the line as determined <br />by the two governing boards. A description will then be drawn from the monu- <br />mentation of the State Blank Coordinance System defining the line and recording <br />it in both counties. He explained the process used to obtain the orthophotograph <br />and the three lines drawn across the map that takes into account the concerns of <br />both counties. <br />Chair Willhoit asked if a survey had been done of those homes on or close to <br />the line to determine what County they think they live in to avoid any households <br />from changing county designation, schools, etc. <br />After further discussion on the area of Wolfs Pond and the homes that may be <br />affected, it was agreed that the people in the immediate vicinity of the proposed <br />line would be contacted to be sure they stay in the county they desire. <br />~'~+' <br />
