00033 <br />Hoffman stated that currently Chatham County is involved with Lee County. <br />However, Lee, Harnett and Sampson have ,joined together to Yorm a consortium <br />with an invitation extended to Chatham. A decision has not been made by the <br />Commissioners. _ <br />Carl Thompson asked on what basis the money would be allocated to each <br />County once the consortium is formed and Bob Ferguson, Director of the Orange <br />County, Durham County and Durham City consortium, explained that the money is <br />allocated by County and the decision for distribution is made by the PIC who in <br />turn considers the equity of the allocation. Eighty~f'ive percent of the money <br />is used for the actual training, administrative and staff costs to operate the <br />program and only fifteen percent is actually received by the participants. <br />Don Willhoit pointed out that the moneyis allocated using population and <br />unemployment figures. <br />Gloria Williams noted that with the. new redesignation process, the County <br />Commissioners have the authority to specify, based on their proportional share, <br />the procedure For distribution. <br />Irving Nach, PIC Council, made reference to the PIC Council and asked to <br />hear more about JOCCA and their activities and if it can, in fact, merge with <br />what is being done by the PTC Council. <br />Don Willhoit, in response to Mr. Nach,stated that JOGCA is a community <br />agency involved with services to the poor for Durham and Orange County. They <br />have been involved with fob training for a number of years and have an outreach <br />program. <br />Commissioner Carey suggested combining the strengths of both the Piedmont <br />SDA and JOCCA in an effort to reach more of the people in Orange County. The <br />advantages of both need to be capitalized upon and the relationship between <br />the consortium and the Research Triangle needs to be maintained. <br />Mr. Nach again asked for a breakdown of outreach services provided by JOCCA <br />with the amount of money spent on such services. He spoke in support of the <br />training accomplishments of the Central Piedmont SDA. There are programs in <br />Orange County and Chapel Hill which do meet the needs of the citizens. <br />Chair Willhoit noted that the opportunities have not been available for those <br />in rural areas and a new arrangement might provide that opportunity. <br />Cecil Brown, Assistant Durham City Manager, commented about the contri- <br />butions they make to the consortium in terms of office space and money. <br />George Esser, Chair of JOCCA, noted that JOCCA has had very good luck with <br />developing fob training for small businesses in Chatham County. He feels the <br />rural people-in Orange County need access to the labor market. JOCCA is asking <br />that their strengths be used to reach those people who are poor and unemployed <br />in an effort to get them into the labor market. <br />Bob Ferguson referred to the PIC and their responsibility with reviewing <br />the labor market area and looking at the population that is to be served to <br />create programs which will address the needs of the affected population. No <br />one has ever indicated to the PIC that they were not reaching out into the <br />rural area. <br />
