This does not
include significant stafftime in both offices, which consists of 16 hours per mailing for Animal
Control Staff @ five (5) mailings per year; 12 hours for Information Systems Staff @ five (5)
mailings per year. SCS Direct Mail can, after a one time set-up fee of $750.00, accomplish the
same job for $0.28 each or $11,200 annually. Over the three year life of the contract, savings
would be $1,750 per year or $5,250 total, plus 420 hours of stafftime.
Animal Control would also use SCS Direct Mail to send an annual warning postcard to owners of
unvaccinated pets with the same pricing structure. This year's cost for printing, postage, and
mailing to 7,000 delinquents will be $1,960, plus the one time set-up fee of $750.
Recommendation: The Manager recommends that the Board approve the contract and
authorize the Chair to sign.
