ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: September 15, 1998
Action Agenda
Item No. 8, C
SUBJECT: Addition to Orange County Fee Schedule -EMS Coverage of Special Events
DEPARTMENT: Emergency Management
PUBLIC HEARING: (Y/l~
BUDGET AMENDMENT: (Y/l~
ATTACHMENT(S):
Proposed Fee Schedule Amendment
INFORMATION CONTACT:
Nick Waters, ext 3030
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 227-2031
PURPOSE: To consider revising the County's fee schedule to include EMS fees for special events.
BACKGROUND: For many years, Orange County Emergency Medical Services staff and volunteers
from the rescue squads have provided EMS coverage at many special events including University football
games, concerts, and other large gatherings. There has been a substantial increase recently in requests for
this type of coverage, and staff recommends that the Board of Commissioners approve an addition to the
Orange County fee schedule which would create standing charges to reimburse the County and squads for
costs incurred in providing paramedic, EMT, and ambulance coverage at various events.
The County has contracts with the Orange County Raceway and Orange County Kartway under which the
County is reimbursed at a rate of $35.00 an hour for coverage by a basic life support crew and $50.00 an
hour for paramedic advanced life support coverage. Staff recommends that these same rates be applied to
other events covered by the County. The County annually covers approximately 225 special events.
These fees cover the costs incurred by the County for administrative duties, and paying of personnel and
vehicle operational costs. This addition to the County's fee schedule would provide staff with a formal
standard fee for all special events.
RECOMMENDATION(S): The Manager recommends that the Board revise the fee schedule to include
EMS fees at $35.00 an hour for Basic Life Support coverage and $50.00 an hour for Paramedic/Advanced
Life Support coverage.
