This is in general agreement with the Council's position with the exception <br />of "operating by consensus ". The Council made no suggestion about this because it was <br />not an issue on July 2nd. For over a year and a hall; the LOG has been operating by <br />majority rule. This was agreed to by all LOG members, including the County <br />representatives. With County participation, this has been the way LOG has made <br />decisions since that time. It is my opinion that it would be difficult to move forward now <br />if we operated by consensus. One important example is the C&D public hearing. We <br />would not now be holding a public hearing regarding construction and demolition waste <br />and possible sites because the vote was not unanimous. I would hope that the Council <br />would recognise the need for the LOG to set its own rules as it did when making decisions <br />by majority rule was established. <br />"Each government shall appoint two representatives to a Solid Waste Management <br />Advisory Commission, pursuant to the Intedocal Agreement, which shall succeed the <br />LOG and begin meeting on July 1." <br />CON0 ENT: It would be helpful to have some demon sbod the Council's role in an <br />advisory commission. <br />As a final comment, neither the Council nor the County mentioned the Integrated Solid <br />Waste Plan or the goals, both of which have been adopted by all four governing bodies. It <br />would be helpful to have a reaffirmation of both the plan and goals. If we are going to <br />meet ou, wane reduction goals and implement the Integrated Solid Waste Plan, we can't <br />continue to delay siting the facilities necessary to achieve those goals, particularly a NIRF <br />and C&D facility. The MRF consultant should be ready to begin work soon. Regarding <br />C&D waste, the LOG requested that the staff develop an ordinance for possible adoption <br />by all four governments which would address the issue of C&D waste reduction in a <br />meaningful fashion. This should be coming to the LOG this fall. If we don't have a C&D <br />waste facility ready and functioning when the present facility is full, then this type of <br />ordinance would be less effective. We would also have no way to set policies that would <br />reduce C&D waste.
