5 <br />"One vote per jurisdiction" <br />"An evenly split jurisdictional vote is not to be counted" <br />The draft Interlocal Agreement (Art. VI 6.04,(b)) contains a section on the Solid Waste <br />Advisory Commission (the new LOG) which also describes a procedure for decisions being <br />made by majority vote. <br />G. Each member eovernment shall appoint two representatives to the Solid Waste Advisory <br />Commission, which will replace the LOG as an advisory body <br />Article VI of the draft Interlocal Agreement includes a section on the appointment of <br />members to the Commission. <br />H. Additionally, <br />Art. V 5.01(d) of the draft Interlocal Agreement asserts this prerogative for each member <br />government. <br />I. It is our understanding of the law that the <br />University cannot be a party in the Interlocal Agreement. The University may be willing to <br />participate in the Solid Waste Advisory Commission. <br />Facilities. Services, & Proemms <br />A. Use of a portion of the Greene Tract for solid waste activities <br />The future use of the Greene tract is a public policy decision to be made by the governing <br />boards of Carrboro, Chapel Hill, and Orange County. <br />Background <br />The Council has not stated a plan for future use of this land. The Northwest Small Area <br />Plan, which includes the Greene tract, presents a comprehensive recommendation for the <br />future development of this property. This plan, prepared by a citizens work group, has not <br />received an endorsement from the Council. <br />The Northwest Small Area Plan was presented to the Council in December, 1994. At the <br />time, the Council decided to await the outcome of the landfill siting process that included a <br />candidate site near the Greene tract.
