C. <br />to <br />E. <br />ra <br />4 <br />Whenever the transfer is implemented, a comprehensive audit would be necessary so that <br />each party would know the exact status of the fund at the time of the transfer. <br />Transfer of existing; employees <br />We suggest the wording provided in the Interlocal Agreement: <br />"All of the system employees will be transferred to the County and become County <br />employees subject to the supervision of the County Manager in the same fashion as other <br />County employees." <br />Board of Commissioners should approve 1999/2000 landfill budget <br />G. S. 159.11 requires that a budget officer prepare and present the budget for consideration <br />by a governing board, which then adopts a budget ordinance. According to this statute, it <br />appears that a single governing board must be responsible for the budget. <br />We believe it would be necessary for the Chapel Hill Town Council to formally adopt the <br />budget; however, the budget could be developed by the County Manager and reviewed and <br />approved by the County Commissioners before action by the Town Council. <br />All parties will sign the Interlocal Agreement <br />We agree that the Carrboro Board of Aldermen, the Chapel Hill Town Council, and the <br />Orange County Board of Commissioners must sign the Interlocal Agreement in order to <br />execute the transfer of ownership and responsibility. <br />Importance of Having Committed Partners <br />Local- commitment to efficient, responsible, and progressive solid waste management in <br />Orange County is fundamental to the all future waste management activities. The Interlocal <br />Agreement would provide the legal basis for the commitment of the partners to the system. <br />LOG to continue to direct solid waste management, by consensus until Countv assumes <br />responsibility <br />The Landfill Owners Group is an advisory body to the three member governments and <br />does not direct solid waste management operations. The Town of Chapel Hill is currently <br />responsible for administration of the Landfill Fund and the Solid Waste Management <br />Department. <br />In January 1997, the Landfill Owners Group adopted a set of procedural guidelines <br />(Attachment 3) for the conduct of business.
