2 <br />no more than six months that could be extended one time for no more than six months. <br />The amendment was approved by the Carrboro Board of Aldermen on May 26, 1998 and <br />by the Chapel Hill Town Council on June 8, 1998. <br />The Orange County Planning Board considered the proposed amendment on July 15, <br />1998 and voted unanimously to recommend approval. <br />This item was one of several presented at the JPA Public Hearing on April 8. Staff <br />practice generally is to bring back all public hearing items for BOCC decision at the same <br />time rather than spreading them over several meetings. However, Carrboro has requested <br />that decision be delayed on the Facilitated Small Area Plan until drafting of ordinance <br />language specific to it is completed. In that an extension of the moratorium now in effect <br />has been requested, a decision on this item will establish a process for addressing such <br />requests and eliminate the ad hoc nature of the current approach. <br />RECOMMENDATION: The Administration recommends approval of the proposed amendment to the <br />Joint Planning Agreement. <br />
