Environment and Resource Conservation Director -Proposed <br />reassignment of existing permanent full-time position. <br />This position would serve as department head, planning and directing the <br />department's activities, supervising staff and administering the department <br />budget, personnel and related matters. The position would also serve as <br />primary staff resource to the Commission for the Environment and the Water <br />Resources Committee. Current Land Use and Environmental Planner <br />David Stancil has almost 10 years of experience with the County, and <br />currently serves as staff resource for the Water Resources Committee, <br />among others. David has three years of project budget experience, and <br />developed much of the FY99 Planning Department budget. He also has <br />supervisory experience, currently supervising two permanent (time-limited) <br />positions and two intern positions, and has substantial background in surface <br />and ground water resources, sustainable development and open space <br />issues. With the Shaping Orange County's Future project nearing completion <br />in mid-1999, transition to new staff coordination would be difficult. It is <br />therefore recommended that David Stancil continue his work as Shaping <br />Orange County's Future project coordinator in addition to his other duties. <br />Because of the change in duties for this re-assigned position, Personnel <br />would conduct a classification and pay study of the position after the new <br />duties are assumed. Based on this, Personnel would recommend a <br />reclassification of the position to an appropriate classification and salary <br />grade to recognize the new duties. This would occur within the first six <br />months of the new department. <br />Associated Costs: None at present (classification study pending) <br />Impact on Planning Department Projects: Many of the existing duties of <br />the Land Use and Environmental Planner would be re-assigned with the <br />position, but some duties would remain in Planning, including work with the <br />Land Use Element of the Comprehensive Plan and demographic analysis. To <br />address this need, the existing Special Projects Planner position will be <br />retitled Land Use and Preservation Planner, and split between Planning and <br />the ERCD, with the majority of work duties in the Planning Department. <br />Note: Attachment C to this report contains major functions for the Natural <br />Resource Conservation Manager and the reconfigured Land Use and <br />Preservation Planner position. <br />In addition to these positions, there are two permanent time-limited positions <br />that are funded from projects that would be among the duties of the new <br />ERCD. <br />
