21 <br />3. Land Use and Preservation Planner (split position between Planning <br />and ERCD) - Proposed reassignment of existing permanent full-time <br />Special Projects Planner II position. <br />This position would have duties split between the Planning Department and <br />the ERCD, with the majority of duties in the Planning Department. Duties and <br />responsibilities with the ERCD would include staff support to the Historic <br />Preservation Commission and the Agricultural Districts Advisory Board. The <br />remainder of the position's duties would be in the Comprehensive Division of <br />the Planning Department, related to long-range land use and preservation <br />planning. A position outline that illustrates the duties with both departments is <br />attached (please see Appendix C). The duties related to the new ERCD are <br />currently performed by Special Projects Planner Don Belk. In four years <br />with the County, Don has served as staff resource person for the Historic <br />Preservation Commission and the Agricultural Districts Advisory Board. He <br />has also worked with the County's Flexible Development program, and has <br />previous experience in resource conservation assessment and land <br />acquisition. <br />Associated Costs: None <br />Impact on Planning Department Projects: The shared nature of this <br />position would allow Planning to meet needs left by the transfer of other staff, <br />while also meeting needs of the ERCD by allowing this position to continue <br />work and experience with Historic Preservation and Agricultural Districts. <br />4. Natural Resource Conservation Manager -Proposed new permanent <br />full-time position. <br />This new position would be the primary staff person responsible for <br />identification of the County's natural resources and prioritization of natural <br />resource acquisition needs. In assessing the land conservation needs and <br />acquisition priorities, this position will apply a knowledge of environmental <br />science in developing recommendations. <br />The Natural Resources Conservation Manager will be responsible for <br />obtaining appraisals and negotiating the purchase and/or donation of land, <br />and will work with other department staff to develop and evaluate a <br />comprehensive resource database that prioritizes and targets the County's <br />natural resource preservation efforts. <br />Associated Costs:. $25,000 (half-year salary and benefits) <br />Impact on Planning Department Projects: None. <br />
