Planning Department would be re-assigned to the new department, and a third <br />position would be split between Planning and the ERCD. Two time-limited <br />positions (scheduled to end June 30, 1998) would also be transferred to the <br />ERCD. Two new positions would be added, an Administrative Assistant and a <br />Natural Resource Conservation Manager. Start-up costs for the new department <br />are anticipated to be $52,000, and are recommended to be covered from the Board <br />contingency. <br />Comments have been received from the Orange Soil and Water District <br />(previously distributed under separate cover, along with new material attached as <br />Appendix D to the report). In addition, comments from the Orange County Board <br />of Health were received on Thursday, October 1. Staff has not had an opportunity <br />to review the Board of Health comments, but has enclosed them as Appendix F to <br />the report. <br />RECOMMENDATION: Receive as information. The Administration will use feedback from the Board to <br />refine the report, and bring the report back as a recommended decision item on <br />October 20. There has been discussion with regard to establishing a Public <br />Hearing for citizen comment on the new department. The Board may wish to <br />consider the regular meeting of November 4th as the date for the Public Hearing. <br />The recommended effective date for the new department would be November 23, <br />1998. <br />
