TOWN OF CARRBORO <br />NORTH CAROLINA <br />MEMORANDUM <br />TO: R. Eugene Bell, Orange County Acting Planning Director <br />FROM: Patricia J. McGuire, Land Use Planner <br />DATE: September 30, 1998 <br />SUBJECT: Carrboro Land Use Ordinance Text Amendment <br />1 PAGE DELIVERED VIA FAX TO 644-3002 <br />This memorandum is a revised version of one submitted to you on September 9, 1998. The <br />memo has been revised to reflect the Board of County Commissioners final action on JPA 1-98, <br />"Temporary Development Moratoria," which is expected to occur at a special meeting this <br />evening. As noted in the September 9 memo, an amendment to the Town's Land Use Ordinance <br />was proposed during the Board of Aldermen's regular weekly meeting on September 8. The <br />amendment is described below: <br />Extension of development moratorium for Northern Study Area. This amendment would extend <br />the moratorium currently in place on the processing of special and conditional use permit <br />applications for developments on properties located within the Northern Study Area. <br />Members of the Board requested that two options for extending the moratorium be prepared. One <br />option would extend the moratorium for two months and the other for three months. The <br />moratorium was originally adopted for the period November 11, 1997 to May 11, 1998 on <br />November 12, 1998 by vote of the Board of Aldermen. The vote on the issue was four <br />affirmatives and two negatives. Aldermen Shelley and Caldwell cast the negative votes. The <br />ordinance was extended for the period May 12, 1998 to September 30, 1998 on May 12, 1998 by <br />a vote of six affirmatives and one negative. Aldermen Caldwell cast the dissenting vote. <br />As the full text of the proposed amendment was forwarded to you on September 9, 27 days prior <br />to the public hearing date of October 6, 1998, it was requested that the amendment receive an <br />expedited review as allowed in Section 2.6, Subsection C. <br />Please review the proposed ordinance in accordance with Section 2.3, Subsection C, which is to <br />be amended by final vote of the Orange County Board of County Commissioners this evening. <br />As discussed, a procedure to convey formal notice of the outcome of the public hearing on <br />October 6 in time for the Board of County Commissioners to consider the moratorium at their <br />meeting that evening will be developed in the next few days. We look forward to receiving your <br />comments, and greatly appreciate your attention to this matter.
